This Tocalote is growing as a weed next to the parking lot.

This plant looks as if they were chopped off by birds, they look not healthy. The stem has brown thorns on them all over

It seems to be dying or dead, no flowers the only other lupin I saw was bicolor but the leaves seem to big. Thoughts?

There is a lot of Poison Oak growing off the trail in the shade of a grove of Coast Live Oaks.
