updated note: I'm leaving my original notes in place below to preserve the flow of conversation. But the comments left by identifiers and myself are more current sources of info than those notes.

[OLD NOTES:]
I think this is actually two different bees - likely two different species. There were a number of small bees - I think in the tribe Halictini - that were buzzing around very close to the ground and only occasionally landing for just a second or two. This particular bee was wildly rolling around as if it was wrestling with something. The last photo appears to show two different types of heads.

As far as seeking an ID, I'll take an ID on either of the bees - although I don't know that either can be identified very finely. And if anyone has a comment on what is going on, that is welcome as well.
