Broad lancolate leaf, hairy with a ligule at the base of leaf. Prominate Midrib. I believe this is C. latifolia due to its lancolate flat hairy ground leaf. However there are a few other possibilities; C. Caerulea (leaf more linear) G. major (is more broadly lancolate but more erect) L. menziesii (had a ligule which in the picture is present but these are generally hairless.
