Description
Spiny cactus, flowers with yellow tepals and a red base, consistent with O. cespitosa. Furthermore, there are cacti in this entire park with only yellow flowers, so I would consider the entire colony along the fence line of this park to be the same species.
*Sept 26, 2024 - Updated this observation with photos showing the fruits. All fruits in the colony here looked just like these.

Description
Young Opuntia pottsii variety montana, showing smallish globose tuberous taproot. On older plants this may be over four inches in diameter. Flowers at this location are yellow with an orangey center. Collected April 1987 when surveying future site of new Airport.

On June 15th 2023, asked Dave Twist when the Bobcat images were taken and he said:
