This insect was photographed at the Mauna Loa Observatory, at about 3100m elevation, about 1000m below the summit. The bugs swarm around cars parked at the trailhead. They were plentiful at the time we were there.
Nysius aa ("wekiu bug" in Hawaiian) is native to the summit of Mauna Loa, at 4170m but is flightless, so this observation is likely only a lowland relative.
