From the looks of these plants, they look extremely dry. These plants are most likely highly flammable. They grow as woody shrubs with hard and small leaves. and are drought tolerant, as the ecological niche is very dry. The spines on the plant indicate that it's defense mechanism is to prick animals.

Some plants might be drought deciduous, and would therefore drop all leaves when struck by a dry spell.
