There were whole hillsides covered with these dead white plants, and I had no idea who they were for hours. Finally, it occurred to me that these were Chaenactis fremontii. Checking iNat, @efmer have great photographs showing vast fields of them in bloom, like this one:

There was a surprising lack of Pectocarya in the first 3.5 miles of the PCT. This is the only spot where I found Pecto on the PCT (another spot was found near the parking area away from the PCT).

At home, I measured the invols to be 4.0 to 5.0 mm long.
This was the only blooming plant on the trail. There were a number of babies in a few places along the trail, all with kidney shaped leaves.
