this is a newly identified species in eastern Texas which is easily mistaken for Dielis pilipes. I tried to update my identifications for these wasps.

I don't have access to a copy of this article, but the photos are downloadable. This is a great addition to the literature which has needed updating for a long time. The photos of wasps are included. Specifically there are four spotted black wasps identified as mexicana, which put my identifications of guttata in question. I tried to correct this today
